Barbara Raye, Center for Policy, Planning, and Performance
Barbara E. Raye is highly experienced in leadership and management in public and nonprofit organizations, outcomes and performance measurement, victim services and violence prevention, policy analysis, strategic planning, large group facilitation, citizen engagement, mediation, and cultural equity. Currently, Ms. Raye is Founder and Executive Director of the Center for Policy, Planning, and Performance, a Minnesota Quality Awards examiner, an adjunct instructor of nonprofit and public administration for Hamline University, St. Paul and a private consultant for national organizations, school boards, government elected officials and nonprofit organizations. Ms. Raye has over 20 years as an executive director in public and nonprofit sector organizations. She founded a women's center and two shelters for battered women and their children as well as a family reunification and violent partner program in Indiana, served as Executive Director of the Minnesota State Humane Society, and was Director of Victim Services for the Minnesota Department of Corrections. Ms. Raye is a graduate of the University of St. Thomas, St. Paul, MN and holds an MBA in its Executive Manager Program.
