DescriptionThe Building Clinic Capacity for Quality in Southern California project (BCCQ) is a collaborative effort of three Southern California funders and over 50 community clinics/health centers. This session will provide an overview of the program, including the five key dimensions of organizational capacity that are addressed: vision and leadership; quality improvement; people, process and financial preparation; and technical capacity and market environment, including the potential for collaboration. The panel will share recommendations and lessons learned on: best practices for organizational effectiveness, criteria and models for collaboration among groups of clinics; and customer-service oriented models and strategies for consortia to support their member clinics in the adoption and use of technology-enabled quality improvement. |

Shaheen Kassim-Lakha, UniHealth Foundation Shaheen Kassim-Lakha is UniHealth Foundation's Senior Program Officer. Prior to joining the Foundation in December 2000, Shaheen was Manager, Community Health Policy and Planning at Cedars-Sinai Medical Center, Los Angeles where she had responsibility for the community benefit activities of the organization for four years. Shaheen received her MPH from the University of California in 1984 after which she pursued a career in international development and environmental epidemiology. She has worked in countries as diverse Nepal, Brazil, Kenya and Canada on community-based initiatives, regional health systems development, program evaluation and health policy research. On returning to the United States, Shaheen completed the doctoral program in health services at UCLA's School of Public Health. She is a member of the American Public Health Association and American College of Healthcare Executives.
Julie V. Murchinson, Object Health Julie Vaughan Murchinson has over thirteen years of experience in health care delivery. She has a strong background in assisting health care organizations with process redesign, service operations and change management for information technology implementation and use. Julie’s unique approach addresses the impact of information technology on all aspects of an organization and business model. Prior to founding Object Health, Julie was the vice president of services at CareScience, Inc., a leading provider of care management technology and services to hospitals and health systems. During her four years at CareScience, Julie focused on advancing information technology use in the health care industry. She was a key director of the Santa Barbara Care Data Exchange project, where she developed the organizational approach and implementation strategy, as well as designed the Internet-based tools to facilitate clinical information sharing and the advancement of industry standards. Previously, Julie worked with Deloitte Consulting's healthcare practice and was a C.P.A. and healthcare consultant for Ernst & Young. Julie obtained her MBA from the Wharton School at the University of Pennsylvania in Healthcare and Operations Management. She holds a Bachelors of Arts in Business Management/Accounting from Franklin and Marshall College in Lancaster, PA.
Richard Seidman, L.A. Care Health Plan Richard Seidman is the Medical Director of L.A. Care Health Plan. In this role, Dr. Seidman is responsible for the development and oversight of the quality management activities within the LA Care and its Plan Partners. Dr. Seidman also oversees the Health Promotion and Health Education services and chairs the Quality Improvement/Quality Assurance Committee. Previously, he was the Medical Director, then Chief Medical Officer at Northeast Valley Health Corporation, a federally funded Community Health Center in the San Fernando Valley in Los Angeles. In that position he was a member of the Executive staff and was responsible for the quality and safety of patient care throughout the organization. Dr. Seidman received his undergraduate degree in Community Health from UC Davis, and graduated with a joint degree (M.D., M.P.H.) from the Drew/UCLA Medical School of Medicine and the UCLA School of Public Health. From 1999 - 2004, Dr. Seidman served as the chair of the Clinical Advisory Group of the Community Clinic Association of Los Angeles County. He won awards both at NEVHC and in the National Association of Community Health Centers in recognition of his clinical leadership.
Judith Zitter, Kaiser Permanente Judith Zitter has a strong commitment to the power of community organizing for social change and her contributions have had far-ranging impact on the lives of many. From the time she received her Masters in Social Work from California State University, San Francisco in 1982 she has worked to bring about positive change to our communities. From 1996 to the present, Judith's efforts have benefited the community through her employment with Kaiser Permanente. There, as Community Health Manager, she is personally accountable for forming partnerships between Kaiser Permanente and other non profit organizations to improve community health. She is particularly proud of Kaiser Permanente's statewide partnership with the free and community clinics in California. This support includes grant funding, technical assistance, clinical training, sharing health education materials, volunteers and surplus equipment. Judith currently serves on the boards of the Pasadena Child Health Foundation, the Asian Pacific Community Fund and the Pasadena Center Operating Company. Her past board involvement and volunteer efforts include El Centro de Accion Social, Day One, Haven House, Connect LA, the Los Angeles Women's Foundation, Community Health Councils, the Coalition for a Non Violent Community, United Way and Artists Beyond Disabilities. |
